The Engineering Gap and How MESH Solves It

In traditional land development and civil infrastructure, a dangerous rift exists between the design consultant and the sitework contractor. Design firms focus primarily on obtaining municipal and regulatory approvals. As a result, critical plan detailing, constructability checks, and earthwork balancing are often neglected.

When the contractor breaks ground, these errors emerge as grade busts, clash conflicts between wet and dry underground utilities, unmanageable soil deficits, and contentious change orders.

Established in 2007 by Stephen Thomas, PE and Stephen Narducci, MESH Consulting bridges this divide. We combine the institutional rigor of licensed Professional Engineers with the practical, hands-on wisdom of Top 50 heavy/highway superintendents. Our team has grown to over 35 professionals, including 7 dedicated field survey crews and office modeling engineers completing thousands of successful projects across the nation.

Stephen (Steve) Thomas, PE

Managing Partner · Engineering & Value Engineering

Steve is a registered professional civil engineer with comprehensive expertise spanning civil design, heavy highway construction, surveying, and GPS machine control. Prior to co-founding MESH in 2007, Steve spent 12 years with a civil engineering design firm and 4 years with a major heavy/highway contractor.

Throughout his career, Steve has directed design and construction oversight for major commercial and residential developments, prepared data for projects up to $100+ million, and personally reviewed more than 1,000 land development plans for constructability. He holds a Civil Engineering degree from Penn State and is a licensed Professional Engineer in eight states.

Stephen (Steve) Narducci

Managing Partner · Construction & GPS Operations

Steve brings over 35 years of front-line experience in heavy and highway civil construction. He spent 17 years with an Engineering News-Record Top 50 heavy/highway contractor, serving as a core member of its six-person Senior Management Team.

His extensive hands-on career includes roles as Surveyor, Excavating Foreman, Estimator, Superintendent, and GPS Manager. As GPS Manager, he architected and managed one of the largest GPS machine control programs in the construction industry, overseeing hardware procurement, field personnel training, P&L analysis, and technical support.

Kenneth (Ken) Herwig

Partner · Survey & Civil BIM Department

A Rutgers University graduate with well over a decade of high-precision surveying and machine control leadership. As Survey Partner, Ken directs MESH's active survey department, coordinating 7 field survey crews and 4 office project engineers on sites throughout PA, DE, NJ, MD, and VA.

Prior to joining MESH, Ken served as project engineer and survey manager at Sevenson Environmental Services, Inc., specializing in GPS positioning for precision dredging and heavy environmental marine operations.

Alexander (Alex) Miller

Partner · 3D GPS Modeling Operations

Alex has been an integral member of MESH Consulting for over 12 years. Starting with the firm directly after high school, he worked full-time summers throughout college while earning his B.S. in Civil Engineering from Penn State University in 2016.

Alex now leads MESH's 3D machine control modeling division, authoring hundreds of survey-quality surface models each year for heavy/highway contractors, airport runways, and commercial developments across North America.

Heidi Thomas, LEED AP BD&C

Controller · Operations & Administration

Heidi oversees corporate financial governance, accounting, human resources, and business technology infrastructure at MESH. She holds a B.S. in Geo-Environmental Engineering from Penn State University and earned her Master of Business Administration (MBA) from Temple University.

As a LEED Accredited Professional in Building Design and Construction (BD&C), Heidi also advises on sustainable civil engineering standards and corporate ESG initiatives.
